My wife and I will be in Tilburg in mid-May. Are the coffeeshops there selling to tourists?

Recent postings indicate that the coffeeshops in both Utrecht and Nijmegen can't sell to tourists. Is that the situation now for 2014 (especially May)? One site indicated that Arnhem doesn't ban sales to tourists. Is Arnhem open?

My wife and I will be in Eindhoven for two days in mid-May. I realize that tourists cannot buy in the coffeeshops there so the question is, what is the closest town where we can buy. I hope that the closest burg does not turn out to be Amsterdam. We have been there numerous times so there is nothing...
