As far as I am aware the win treble of drink, smoke and beaver are not available under the same roof.
The best you might manage is a smoke friendly bar in the red light with a hooker view.

Thought I'd give a brief on The Rif: I can't believe it's taken me so long to get to the blue washed medina of Chefchouen. It's an easy journey from Tangier, an hour to Tetouan and then another twisty 45 minutes to Chef. The place is full of street hustlers\junkies, seems to be no shortage of smack....
