You can get there easily from schiphol and it will be less expensive than a tour company and you can plan your own time

Amstelveen is a staid suburb of Amsterdam. I don't think you'll find coffeeshops there but there are good links with public transport to the center

I doubt they'd just harass them. They'd close them down if they found a 16 year old in a coffee shop.
