March + 'a couple more months' equals 5 months and that is to assume the issue is being forced from somewhere. Amsterdam won't want this, or at least some of it won't, there will be battles, there will be disagreements, there will be defiance... If it was 'forced' then all of this could set it back ...

Well I've slept on it and I'm ping to go with the common sense option when it comes to Amsterdam. It will be extremely difficult to rush through there due to the logistics involved. Not to mention any trials that need to take place first to ensure the policies and their execution are fit for purpose...
