Not sure for tickets, but for a OV-chipkaart, you are allowed to step out of a station for up to 35 mins without needing to check out/in. Suspicious minds might consider this to be a bit too conveniently timed
to be a coincidence.
However, closing or restricting access to CS will not fix the gang problem,
