Cannabis is decriminalised in Argentina. Possession of up to 5 grams for personal use is permitted.
Cannabis tourism: Nothing resembling a coffeeshop yet as far as I know but, apparently, it's fairly easy to buy cannabis and find somewhere to smoke it.
