Sticking my nose where it doesn't belong (ever smell Limburger Cheese? ), if it is "the will of the people" that coffee shops are to be off-limits to foreigners, the shop owners should either comply or initiate Plan B.
What is Plan B? Either sell the license/property and get out of the cannabis retail business, or use the proceeds from said sale(s) and buy/invest a license/shop in another part of the country. No option is palatable or easy, but they are options none the less...
