Most places outside the dam that i've been to have been cheaper... Den Haag or Rotterdam has some nice shops and on average you're paying 6-8 euro a gram for decent strains... white widow, orange bud, powerplant, etc...
more expenive hazes and specials will run a few euros more... but I've never seen anything over 12-13 euro a gram (no barney's 17 euro a gram crap)
I haven't been outside of Zuid Holland much so I don't know prices in other cities ... just my personal opinion...

Most other citites and smaller towns are much cheaper when it comes to bud than A dam. Most of the time I have never seen prices above 14 a gram for real good stuff. As for beer it is expesive no matter where you go if you go out for beer. It is so much cheaper to buy beer in the stores and drink it at the hotel. All the pubs in Holland are 3 to 4 more times than what you would pay for a good beer here. But here the beer is always cheap because Czechs would roit if forced to pay over 2 euros or a small beer.
