As for opening hours, all coffeeshops close by 1am, some close earlier. They used to be allowed to open later if they sold alcohol as the alcohol licence permitted opening til 3-4am. Now the government closed that loophole all will be closed by 1, you can always find a smoker friendly night bar though. The bottle, near De Kuil, is open til 3am in the week and up til 4 am (sometimes later) on weekends.
I believe all coffeeshops are allowed 3-4 days of 24 hour opening per year which are normally used around Xmas and New year or maybe the cannabis cup like someone said.
