Weed is weed, indoors or out. The law stipulates number of plants and/or weight, not how or where it is grown (except when near schools) or which strain, etc...
As for potency, I am not so sure that either method guarantees higher potency, given optimum grow conditions. I don't recall ever having read that either provides more potency. The main reasons for growing indoors is a shorter grow season, climate control, and stealth.
