Amsterdam Coffeeshop Directory Forums

Curious to know who controls the licensing of cs's, is it the local councils or the dutch government, for example if the amsterdam council wished to grant more licenses could they?
or if they wanted to change the rule so that the license could be transfered to another person

My understanding is that the municipality has the authority for granting, revoking and changing the Coffeeshop licenses. Amsterdam stopped issuing new licenses a few years back.
