My two cents, I think the young should wait till the end of their third, seven year grow cycle. By then your synapse have been established and you'll have decades left to party away. Advice is easy to give I did not follow my own on this subject.

I would say between 16 and 18, depending on how mature they are.

Kids are 'growing up' a lot faster today. I see 14 year old girls who are already chainsmoking cigs
