it was the ACD resident prohibition campaigner and narcotics officer, Constable Chester Fartsack from the Ministry of Police State Bureaucrats.

Heck - all those police have mouths to feed (and have their eyes on shiny new truck rims they saw at the auto show

Without prohibition, they'd need a bailout.
