1/35th of a 2 meter (78in) plant is approximately 6.3cm (2.5in), give or take.
Materials needed:
Bailing wire or green pipe cleaners
Paper vellum, green
Cotton ball
Green marker or ink, various shades
Wire Cutters
Adhesive (Super Glue will work)
Cardboard, small piece
Modelers knife or any similar sharp blade
Toothpick
Directions:
For the stalk, cut the wire to the desired length, somewhere between 2-3 inches. For branches, cut the pieces so they will represent a Christmas tree appearance (long on the bottom, shorter towards the top). Ensure the length of the wire is long enough to be both branches in the inter-node. Color the pieces with a green marker. Make a small loop in the middle, bend the wire in the desired upright angle, and thread the stalk through the hole. At the appropriate height, apply a small bead of glue. Let dry, repeat.
For the fan leaf effect, do the same as above but with slightly shorter pieces than the length of the branches. Use the same looping technique as above with the stem pointed in whichever direction. For each inter-node, you probably want to glue the branch and fan leave/stem together, for simplicity sake.
While the wire frame is drying, take a piece of the vellum and cut out some leaves, maybe a few five bladed and several seven bladed ones should do the trick. This part is probably the biggest pain in the ass since the leaves will be small, and if detail is desired, cutting those ridges can be a bitch. When ready, use a toothpick to apply glue to the location on the wire where the leave will be placed.
For buds, you can use pieces of a cotton ball or Q-tip. Tear or cut a small piece of cotton and form it into the desired shape (small cigar perhaps). Apply either a marker or ink for the desired color of the bud, Lime green perhaps with flecks or red or purple. When ready, apply some adhesive to the location on the wire where the bud will be.
When ready, take the wire frame and pierce it into the cardboard which should provide a steady base in which to complete your plant.
With a little imagination and a few grams, this might look like a miniature pot plant. ''
Good luck.
FYI - If this sounds fucked up, it's because I was thinking of how to do this as I was writing. For inspiration, I was hitting my pipe full of Basjoe's Amnesia, helps the flow and all that. Peace.

If your hobby is model railroading, you can always say that these are to be used in the mid-west, especially Nebraska where hemp, AKA ditch weed, grows wild not to mention legally. I remember driving for miles along hemp fields. Great for fibers and such, not so good for smoking, not good at all.
Or.....
Same hobby, but the story is that the area represented has MMJ laws in affect and these represent Americans exercising their medical rights. ''
Or.....
Tell them it's a new variety of tomato plant, one that grows vertically. No fruit on the vines because the plant is not at that stage of maturity. ''
Or.....
Fuck 'em if they can't take a joke. '' ''
