I believe it's some sort of companion plant to keep the pests away from the roses, I'm guessing it's part of the cannabis family as well as you can cleary see the resemblance in the leaf shape.

Anyone have any idea what this plant is, we went to Trentham Gardens the other day and walking through the rose gardens I kept getting this really strong whiff of weed, at first I thought someone was having a sneaky j until I had a sniff of the following plant:
