please make sure your fan CAN be variblely  controlled...if its a single speed fan.chances are the resistance to the motor being not run at full speed could cause a fire due to the motor overheating...i would just by a 3 speed fan and save any worries..BE CAREFUL

Midzy, this device is actually a voltage regulator, increasing or decreasing the electricity the fan receives. To paraphrase USBL, the motor of a single-speed fan is not designed for these variations/fluctuations in power, as opposed to variable-speed fans which are designed for such purposes.

To quote USBL - "BE CAREFUL"

 I was thinking that the set up was to control circulation and such, and not an exhaust fan, industrial grade.

First, the manufacturing date, 24.06.99, 11 years old. I realize that this may not be the in-service date, date when first used, but it's still somewhat old. I would definitely caution use, especially regulating electricity. Who knows what this motor has been through, not to mention what the innards look like (wires, generator, coils, ect...).

Secondly, in the pics the fan looks to be in good shape, especially given its manufacturing date. If the fan is working properly and you want to control the fan speed and possibly noise reduction, proceed with caution. Maybe contact the manufacturer, if they still exist, and ask for their recommendation, albeit minus grow details.

Either way, be safe and happy farming. 8)
