Ok, since we're all in the speculating game at the moment (while anxiously awaiting ANY news about the coffeeshop scene from today's upcoming meeting announcement):
What about the smoke friendly establishments?
My guess is IF (and hopefully not) some sort of resident-only ban is passed, if Coco's Outback, Nes Cafe and the like continue to ALLOW herb smoking, I'll the be the dude buying off the street and spinning up in Barney's while having a mojito!
That's why a tourist ban REALLY woudn't be very practical; it would just trickle down until the Dutch either start arresting folks like me OR they'll turn their back like the smoking ban... and with less money coming in the country, I sincerely doubt they'll be able to afford to arrest ALL of us!

There is no way that every place that is either a CS or a smoke friendly place would be able to check every person coming through there door.

The coalition intend to get rid of the tobacco smoking ban for small cafes.
Compared to places like the UK, many places here in Amsterdam ignore the ban and let their patrons smoke and fines are rarely issued.
I doubt the coalition has thought the scenario you describe through. Much like they probably haven't really considered the other effects too like the economic ones.
