Agreed, the only thing banning tourists is going to do is make drug dealing on the streets more prevalent. I was thinking about this whilst making a cup of tea. Students at the University wont need to borrow/work anymore. Just stand outside central station or haarlemstraat with pocket fulls of weed. Add $5 to the price of the cs and watch the money roll in. Its all too easy to predict.
As i stated in a recent thread the smoking ban has resulted in far more spliffs being smoked on the street which isn't good if you are a local so i hate to know what a ban would do.
