Thank you for your email.
At this moment it is not clear if or when this law will go into effect. The Dutch parliament still has to discuss and decide on this manner. It might not effect Amsterdam, only the major cities at the boarder of the Netherlands, but nothing is sure yet.
Please contact The Netherlands Embassy in Washington, DC for the latest information on this subject.
