as its EU to EU it's normally okay, however checking in online for my flights over the last few years, they have always made clear a passport is the only acceptable form of ID for travel, to amsterdam.
Try calling the passport office.

from yahoo answers:

you can only use a UK driving licence to travel within the UK and Ireland.

To travel within the EU, you need a passport or a national ID card which is issued by the domestic government (maybe this is what you heard about), but as the UK do not have a National ID system, then to travel outside the UK & Ireland, the only form of ID possible for a British national is a passport

the problem is by the sounds of it, coming home!

If the ID cards were still available then they only cost £35 and would have done. A shame the EU dont do a standardised 1 for all countries.

But in your friends case I'd not even bother. Whats the point of getting to the ferry in the very, very slim chance you get a poorly trained customs staff will think that a photo id driving licence (he does have the photo driving licence and not the old paper one does'nt he?) is ok.

Just tell him to save up, get a passport and he can enjoy it better with you on the next trip when he has money to spend. Either that or he can raise some money on ebay to pay for a new passport. I sold a load of gear on ebay and raised about £400 upto now for my trip, amazing how much some things go for.

Not to bad, depends what you got and knowing the prices. For example private sellers was selling somithing I had for about £40 on a buy it now basis when mine sold on a 99p start it went to a private buyer for £20. Dont mean I was done, just that private sellers are ruining ebay with falsly inflated prices. Also it can be good to buy in bulk with items yet make many times more splitting packages of "collectors" items up and relisting.
