I believe it was in 1995. I remember still being able to get them in the Spring of 1997 which was my first visit.

To the rest of you asking about when the ban came in..im not sure haha but is it part of coffeeshop law according to wiki. (im sure they ignore it sometimes like cisco says they still use the katsu picture in soft secrets) All the adds im posting are from the Greenlightdistrict.nl map and the Highview alternative guide map from the summer of 2003!
