Hi TC,
Amsterdam might be quite a good place for procuring a little extra stimulation
There are so many couples friendly sex shops to choose from that it shouldn't be difficult to find something ideal. You are after 'vasodilators' (blood vessel wideners).
However, I do not recommend the pills; as weed is also a vasodilator, but not targeted, especially sativas - heart racing, manic energy, eye effects etc. Indicas also dilate but they relax instead of stimulating so you end up with couchlock, low blood pressure and even the munchies as your bod tries to inject some energy or purpose.
What I do recommend trying for someone over 40, please pardon any assumption I make on the age of your friend, is a combo of some good weed thats mostly sativa and a vasodilator cream. It's much safer (no heart attacks or strokes here) and great for both parties. On him it must applied thinly all over the, er, standy up bit, being careful of... any openings. Put some on the mound. Not advisable on anything hanging underneath. No more than two applications done over the 10 - 20 mins before main event. Must be completely sunk in before you . Should prolly wipe, wash hands.
For her should be applied all over moundy area (the bit with hair), front only, no underneathsies. The cream will bring blood and pressure to that area which is good cos the er, excuse me, clitoris, is huge internally and spreads out behind the pubic bone.
All that said, if condoms are in the picture go for gel instead of cream.
The vasodilator I recommend most is L-Arginine btw, if you're looking at ingredients.
