I have trouble understanding the nitty-gritty of the text; presumably the "Tolerance Policy" is the coffeeshop system as a whole rather than the new weedpass/distance regulations?
The best I can gather from the way Nol explained it (I think) is that in the next four years local, as opposed to national government can make up their own minds whether to implement the new rules or not and that smaller/border towns who are troubled by such issues may well do so but Amsterdam is extremely unlikely to?
The first time I read it I understood it to be the polar opposite of what Nol was saying, that there would be a ban until 2015!
Any further explanation gratefully received!
