It's called a liquor store just like everywhere else. The most common is Gall & Gall which is mentioned in the second post.

Bottle of Jager from Gall & Gall and a load of cheap Red Bull from AH. Get fired into it in the room before heading out at night & all is good with the world.

Happy hour is usually from mid afternoon to early evening and varies by cafe. Ricks Cafe & Coco's Outback to name a couple. You will only find them in the Centrum in the more touristy areas.
