Some "confusion" with coffee-shop owners after the publication of the new "15% rule"

After announcing the new 15% rule, the government caused some confusion among coffee-shop owners and their visitors.
On Friday, October 7th, the government has decided that cannabis with a THC content of 15% or higher to be considered hard drugs and to be placed on “List 1” of the Dutch Opium Act . For introduction of the new rule a modification of the Opium Act is required.
The proposed change (the proposed text for legislation) will first have to be submitted to the Dutch Parliament. Parliament then has the opportunity to discuss and ask questions for a 4 week period. Following this 4 week period the proposed amendment is then to be submitted to the Council of State. As yet there is no (drug) debate on the agenda of Parliament. So, within the next few months there will be no change.

Ofcourse it has the full attention of all those concerned.

So it seems that the issue of reclassification is going to be more complicated, on par with the implication of the wietpas, in changing the opium laws - which would require a change in constitution. Don't know how accurate this is. maybe someone with great knowledge of the Dutch legal system will chime in on this...

It will be interesting to see what happens,but curiously I am more interested in the rationale behind it,I can't even understand the rationale behind the selective ban on certain non Dutch nationals being banned from the coffee shops in Maastricht.

Maybe the alcohol and cig companies are behind it? who knows.Maybe it is the back door policy that gives them concern,maybe it is a start of a slippery slope,15% now in two years 10% etc etc.I suppose it doesn't help when you see a gram of cannabis going for 50 euros, which is probably equivalent to some class As,isolators,butter honey oil must confuse the shit out of some people,the Dutch folk I know with certain exceptions don't like their smoke too strong,so it could be a populous idea amongst some Dutch smokers,as any human tends to view things within their own moral compass,funnily enough then you should be able to go into a coffeeshop in the not too distant future and see all the weed with a comparison THC% in it,not too bad for the connoisseur,but for the hard core I would imagine them drifting out of the coffeeshop environment to pursue other markets,which in no doubt will lead them to be offered other substances,all in all it is a very poor thought out approach to take.How will the coffeeshop owner respond to this well they should argue that if you let us grow it then we can ensure the level of THC in our product.Fingers crossed that reason will prevail.
