Fly's little beginner article is good helped me not get squashed by trams.

I would PM Gapie, maybe he would knows a 'real local guy' tour guide. He should be able to answer most of your questions.
As to if you have to buy in each shop, general rule seems to be if buy a drink and ask if it is ok to roll something from another shop, just don't take the piss.

yes you can still roll a joint with tobacco, still you should try a vaporisor.

If you are paying someone to be your tour guide I am certain that you would be able to see the city in a smoker friendly way :-) and yes you are right there are smoker friendly boat rides. try searching for the St Nicolaas boat club.

around £200/nights does seem expensive, check the hotels section of the forum, plenty of advice there

Thanks, I will contact Gapie as he seems to be probably the most relevant source of information - based on my previous visits on this forum. Thanx for the advice.

I have never used a vaporizor, so be sure I will try this time :-D
