Do you know the average prices? I would love the luxury of smoking and eating but i'm going to be on a tight budget and would prefer to eat cheap and smoke more.

Paradox will probably suit your budget better, but only veggie burger or toastie. You can always check out Barney's menu, if it suits great, if not, just waltz over to paradox...it's all good : >

How tight is your budget?. If you care to say it might help with a few suggestions. Also have you thought of smoker friendly bars?. Because that would increase your options food wise as you can still smoke yer joint while eating.
For me I've never understood the need or want to eat in a coffeeshop much. Would sooner find a bar that does better food and allows smoking. Then again I don't really like to sit in and eat a full meal, much prefer to snack on the move instead.

Greenhouse and Dampkring on harlemmerstraat both do food off the top of my head. Prices are about the same as you'd pay in a cafe (not cheap in Amsterdam). La Grotte on Harlemmerstraat is cafe/bar that allows smoking, I always visit there when in dam.
