The same right as David Cameron? Forget about the Dutch for a moment and please remember that YOUR government (and the belgian, french, german) asked the Dutch to come up with a solution to drug tourism in the first place. In NL even the far-right has a more progressve aproach to drugs than any government in your or my country ever had. If you had a wietpas at home you wouldn't be here, whining about the Dutch, now would you?

Well, it hasn't happened yet, at least not in the Dam... And personally, I still have faith in Dutch pragmatism. Until they come up with a new government who says "The Wietpas is a good idea which worked so well in the south", I will keep up that hope.

And if it really happens I will immediately cancel my plans for New Years Eve, call my friends in the Dam and arrange to spend New Years Day over there. I cannot even START to imagine, what will happen when thousands of hung-over foreign weed-heads are denied entry into the coffeeshops

I will bring a boom-box, the album "Employment" by Kaiser Chiefs and walk around the centrum blasting "I Predict A Riot" on repeat

I'm just wondering what would happen OUTSIDE of the shops? ID checks, Search & Seizure in the Vondelpark? How would the owners of e.g. Nes or Rookies react to smoking foreigners in the pubs? Or would that still be tolerated even though they obviously bought wiet on the black market? A crappy law, if I ever saw one...

What happens outside of the shop I would think depends on the individual attitude.
Take me for instance, I would still do what I do but in sub rosa. Simply too easy, adapt and overcome.
If you want to know what the owners (or staff) think, ask them. Watch.....

..."IF" the wiet pass system is enforced, either adapt, overcome, and move on as I will, or join a whiny pity party that surely will be happening somewhere close by.

The pass will affect residents as well. Sure, there will be some that are content to stick with a local shop but what about the many who like to float about and sample other shops gear? There will be no shortage of weed. Full stop. Information will be widely available on what the score is either in open forum or PM from other users. Not worrying in the slightest over the 'Dam situation.

I very much doubt that establishments such as t'Nes will go unchecked.
The owners will most likely receive some type of guidance, maybe...
But how will it be enforced at the user level, check ID's of all patrons before entering, like a club?

This gets sillier and sillier.

t'Nes is licensed to sell alcohol to anyone old enough to consume it. They also tolerate weed to be consumed there. So if the weed pass comes into force then a clause must state that no weed is smoked in bars that sell alcohol (not sold there, just smoked). It would logically follow that no weed is to be smoked in any public place unless it is bought by a resident in a licensed coffeeshop and then only under tolerance.

Are there enough Old Bill in Amsters to enforce this? Is there the will for them to do this?

If you smoke weed, you either have a wietpas to purchase legally or you're a criminal (not really sure here) or at least supporting criminals (black market dealers)... not MY logic...
EDIT: You would of course still be free to visit bars, drink alcohol, but not smoke weed...

Agreed, non citizens/non residents/minors most likely will approach street dealers.
Tomorrow, today, and many yesterdays ago, if the police see you buying from a street dealer, they can arrest you.
Cannabis is only authorized to be sold in licensed coffee shops.
