My opinion on the issue.... WARNING for those who view my opinions as pessimistic or cynical, read no further...

I think most of us agree that this is BS, and as pointed out, amounts to nothing more than politicians attempting to appease certain members of their electorate (especially those who donated to their campaign).
How could the Government enforce such a policy?
This has been addressed before, and not only with this issue, but with the use of tobacco as well. The solution isn't to check every shop every day or weekly, which they could do on the taxpayers dime or possibly charge the shops a fee (in the form of a tax increase). Make examples out of a few violators is a simple and cost effective solution. These establishments could loose their license, the owners fined, and depending on the infraction, someone could go to jail. I for one wouldn't want to lose my job, my business, my money, or my freedom. As an owner, I have more to think about than just myself, I have employees as well, and some of them have families to support.

Although I disagree with dconstrukt about the 15% not being enforceable, at face value it is ludicrous law nonetheless.
Bottom line, IF the authorities want to take samples from shops while they are being inspected, they (can)will do so.
Again, I don't think too many examples will need to be made of violators before most comply or take a more active part.
The additional expense of testing could and most likely would be recouped by way of fines for those found in violation of this or other infractions (or tax increase).
It will be up to the shop or distributors or growers to ensure the strains they are selling have been tested and are found to be in compliance.
This will create an additional expense, passed on to the consumer of course, but as some may have noticed visiting certain shops that advertise THC%, this is already being done.
When a batch is tested by the shop/growers/distributors and it is out of compliance, convert it to hash. Too easy, but may not be everybody's cuppa...

This is just as stupid as Cannabis being a Schedule I drug in the US.

No, I don't think shops that advertise THC %'s are doing in-house testing or paying to have testing done for them, although they could be, but why should they?
There are multiple sources to which they can quote from, obviously taken at face value - breeders (as you mentioned), dispensaries is the US, adventurous chemistry majors doing a favor, lying, etc...
My point was to go a bit to the Far Right, step into their "thinking" shoes if you will. If I were tasked to develop a plan on how to best enforce these specific laws, and with a limited budget no less, what I wrote in the previous post is a rough highlight. I realize that my spit balling ideas or theories can at times be seen as a bit much, an understatement perhaps... ... but as I see it, if I'm thinking it - I'm sure they have as well.
Maybe my spit balling can stimulate the creative juices of others to somehow sidestep THEIR ludicrous spit balling...
