But I'm trying to work out the tie and what looks like a drill bit one. Is it a warning against possibly catching one's tie while drilling? Do people generally dress up to use a drill? Is this a common accident?

smith2, yes when I was a child skilled trades men use to ware a tie tucked into there shirt and women always wore a hat when out. The formal look went away with the post WW2 suburban expansion and sears sucker fabric
