Where to begin?
My first thought is that you definitely should read about growing house plants as this will provide a firm base for growing cannabis.
Next, read about growing cannabis, Jorge Cervantes would be an excellent source, one of the best.
Moving on...
Out of Law? Never heard of this strain, so no help there... :( ...if it's a Sativa dominant, not a type that I would recommend for a first time grower.
A short flowering Indica is probably better suited for beginners, possibly even an auto flowering strain.

Dropping one seed? I suppose it's a technique, however not one that I would recommend.
First, a potential waste of time if it doesn't germinate, even more so if it doesn't survive past seedling. Drop another seed, and another few weeks wasted... :(
Next, if they are regular and not feminized, more wasted time and resources when this one seed turns out to be male.
Since there aren't any other plants in the crop to fall back on (hoping there are females), it's back to the beginning. Possibly 4-8 weeks of wasted time, energy, and resources.

I'm not sure what you bought, but it's definitely the wrong type, especially for 25 Euro... not to mention a power output of 14 watts.
You would be better off purchasing a 125 watt CFL kit with a veg lamp and flowering lamp. The cost is approximately 90 Euros... this...http://www.head-nature.com/tree/4065/CF ... 125W.xhtml

Lastly, you location, Belgium.
As you stated, the weather can be a problem, that's why people shouldn't grow outdoor/windowsill/etc.. in Belgium or anywhere in central Europe this time of the year.
Using the link I provided above, look at the various grow tents available. I highly recommend anyone considering an indoor grow to at the very least consider using these tents. I have three of them, so I speak from experience.
