I was wondering if international student can buy weed outside of Amsterdam.
and how much can i have?

Yes, in a lot of cities you can, but some you can't and need a weedpass. Here is a map that can help you out.

You can buy up to 5 grams of weed/hash per day, but can hold up to 30 grams before you'd get into trouble.
