i was looking at the numbers a few years ago now and found
coffeeshop twilight zone with the license number 002
Also coffeeshop Freeland a few doors down number 005
both now closed!!
My recollection as how the numbers came about was the police intel unit
would make a note of each coffeeshop as they became aware of them
and this list was passed to the council as the basis of the licensing system.
i remember when the licensing started and people thought it was a good thing!!
but one old wiseacre said now they can takeaway the license.
and they certainly did closing about half if i remember correctly
