Upcoming status for foreigners

I will be visiting Kerkrade soon and have been reading about a new law that will pass on June 1st which will not allow people not living in the Netherlands to buy at the local coffee shops. I will be visiting Roermond also. Anyone know if those places will sell to me or will I be out of luck. I was planning on going to down under in Kerkrade if that info helps. Please let me know if anyone has any information regarding the upcoming and current situation. Also, If I were unable to buy in those areas I listed, would I have to travel all the way to Amsterdam or would there be closer options to the locations I listed. Thanks to anyone that helps.
