You might have to be a little more specific than that dude, what exactly would you propose?

If your partnership proposal involves any of those lame smoking gadgets, you getting access to their suppliers or any such nonsense just forget it...

In fact you would probably need to have either some very disposable funds for someone to borrow (without security) in order to buy a license (attractive as it isn't possible to our knowledge to obtain loans for this purpose at the bank as it is technically still an illegal industry) or bring something else equally substantial to the table, other than your winning personality! ;) So unless you are really sitting on a goldmine (either in terms of actual, available and accessible funds or ore figuratively), don't hold your breath, you seem like a nice guy... ;)

Save a few extremely rare cases and / or circumstances, the only real ways in to the business are to be already connected / involved in the industry somehow or to work your way in / up. If the latter is your desire you should read up on some of the topics that have already been discussed on this forum in there regards, there should be some good advice as well as a few reality checks for you (hint: it is not impossible, just really fucking hard even with good prerequisites).

Thank you as always for your detailed response.
I'm asking for a friend that have more than enough money.
He want to buy percentage, not to work there.

In that case, check some of the topics on the subject ("buying a shop" or similar) as it has been discussed several times here, even with input from people who have actually been involved in such ventures...

Have fun and good luck, it is most certainly needed! ;)
