cannabis in coffeeshops still sold to non dutch citizens?

my friend told me that with this smoking ban also made it so americans arent allowed to buy weed. i told him it was bs but i honestly dont follow the laws. is this true, or is he pulling my leg? pardon my ignorance please.

if they made it illegal for non dutch people to buy weed that would be coffeeshops pretty much out of business
