I think you were never allowed to do so. But if you do it a bit secretly and dont bother other people no one will bother you

there is a massive park near Rembrandtplein which is close to some Art galleries.....perfect spot for a smoke...

I smoke weed in public in England so as long as you don't bother others I don't see a problem- better to be out in open space rather than just outside the museum

Smoking joints is not allowed outside, or inside in a coffeeshop or in a hotel, making it practically (legally) impossible for tourists to smoke a joint.
