This has always been an interesting subject on mine. Mainly as the more expensive in bars (excluding clubs and but location) can be 3 times more expensive than the cheapest beers!.
Hill Street Blues used to have the cheapest beers full stop at some €1.60. But as alcohol in coffeeshops just aint a thing an longer then that place is no longer an option.
Ricks, on Oudezijds Voorburgwal as I recall have happy hours on a daily basis. And as they chose the alcohol over the coffeeshop licence then still an option.
I think there are many a bar which does cheaper drinks. Just as I'm compiling my own research I just cant find them!.

Try the brown bars and drink the local brews.
http://www.indewildeman.nl/indexe.html - this is by far my favourite bar in Amsterdam mainly down to them having a no-smoking area (this was of course before the ban).
You might want to take a look around this site:

Too right, I love this place. 25-30 different beers on draught and 100s in bottles. Truly beer drinkers heaven.
And I'll be there in less than 24 hours.
