It is probably just nitrous.

If they are going to use a local anaesthetic, then it would likely be something like novocaine (or similar 'caines, but not infortunately cocaine, UNLESS it was super-duper severe surgery.) AND local would only numb the local area, without giving a buzz. This kid was hooped!!

Opiates, NO, I don't think so. (They might give him some codeine, later on, if there is some post surgical pain after the nitrous wear off.)
