I was just wondering if they sold Nitrous oxide in smartshops as 'whipping cream charges' and if so how much is it usually?

Blokker sells nitrous chargers. Just ask for 'slagroom patronen' (in dutch). If you don't speak dutch you could try asking for the small metal things you need to make your own whipped cream. You'll obviously need a cracker or whipped cream maker as well as balloons. Also, I don't recommend nitrous. Food grade nitrous is full of carcinogens (which you don't consume when using it for food, but do when inhaling it).

Amsterdam is not like the uk for hippy crack. Better sticking to the uk festival sense if your interested in that...
