Just did a but of Googling, apparently it's a sculpture called Apentafel and is located on the Zoutkeetsplein.

@HitTheNorth yes, the oriental building is on the Nieuwmarkt, and the table with the sculptures is just around the corner from Baba coffeeshop, we came across it on the long trek out there.

That the coffeeshops licenses are bound to the address they're registered to makes sense... all "new" coffeeshops I know were opened in places where previously coffee shops were (like Plug/Utopia, Boerejongens Centre/Stix, Baba/De Barentsz and so on.) Add to that list Old Church reopening...
