I like Betty Boops Milkshakes (they also do one with hash which well and truly fucked me over one trip) and as already said Amnesia. The shakes in Abraxas used to be pretty good but been a while since I've had one.

Also if you are only in town for 24 hours it may be worth getting a few half g's so you can sample a wide variety of weed without totally breaking the bank. Dampkring, Grey Area and Green Place are definitely happy to do this, as will many other coffeeshops.

You will be able to smoke mixed in most places, the tobacco ban is widely ignored. Just be discreet or ask the staff.
Good smoker friendly bars... Nes (Has 1 pool table), Stones cafe, Hunters bar, Big shots bar, most bars in the RLD.
No experience of city hall sorry.
