Who actually decides who wins ? I've read that judges passes dont entail any judging. As far as I can tell you pay to be a judge but you still pay for the weed and your opinion on it makes no difference. Is this correct?

Got a problem - lights didnt come on and was 45 mins before it was noticed. So they have had 12 hours and 45 mins of dark Is this gonna cause issues?
