One thing to do is to use an inline vent that is one or two "sizes" larger than your requirement and then slow that baby down using a switching transformer. Don't use a dimmer like you would for ceiling lights, these can cause a nasty humming sound in the vent. You can get these VERY silent.

I sent an email since that was the way to do it in the past. They sent me to hotelrunners.com, so yeah, that's how they do it these days. Worked fine.
