I'm sure that is not their main consideration, but if that is the amount of revenue that comes just from weed tourists parking in the wrong place, general spending in this provincial town's economy must be considerable.

The latest proposed compromise would still ban foreigners and therefore does not solve any of the problems with street dealing which have so riled the police and some Mayors.

I agree, drug policy is not evidence based in the UK (although the police and health authorities are ahead of politicians) and only interested in pandering to rhetoric, even if the end result is more costly and worse option for public health.
