After reading this Travel Hotel Amsterdam i don't know if you would want to go there, not many good reports most saying it's not clean and/or the rooms are too small.

Well it only depends if the cruise ship goes into international waters, if so beware as the laws you may face are possesion/trafficking and possibly some others that may carry a jail sentence. Info came from a mate who works for P&O in holland (Hoek van Holland)
