I'll throw another smoker friendly bar into the mix. Hunters Bar on Utrechtstraat looked like a pretty decent place. Open till 3 most days and till 4 on a Friday/Saturday. On a tram line and plenty of coffeeshops in walking distance.

You could also include Big Shots Bar/Cafe - have 2 locations in town, one in the Red Light area and one close to the Plug and are both smoker friendly, haven't been to either in a long long time though
