I read on the Telegraph website today that Spain will be allowing UK visitors from the 21st June - is there any sign of Holland allowing UK travellers in by mid-late July? I wanted to go for my birthday as I do every year and EasyJet flights for the end of July seem to be filling up fast.

Any new info on this would be appreciated.

Is it true they won't be selling to tourists? We are coming on the 2nd September so I'm hoping I can buy and maybe we can smoke inside

Attempting to decipher the information on Dutch Govt. website it appears travellers from most European countries including the UK can enter Netherlands without quarantine but with a filled out, basic medical form and proof of accommodation from 10th July onwards. The form is available online.
