They're perfectly legal, because seeds don't contain THC in a form that'll get you high. Now if you were to plant the seed, you'd be committing a crime as soon as it germinated. But Polish people are law-abiding, so it's only collectors who buy the seeds. They probably put them in little albums, like stamps.
