do they mean all of those restaurants with outdoor seating can no longer serve booze?

I doubt it! The Dutch are practical and understand the economics of Leidseplein!

However, the steps at the Alfred Heijn, west of Dam Square, had gotten a little rough! Had some issues with an aggressive panhandler on my last visit! I think we had both been to Gall & Gall! Scotch for me; for him?
